(A) No person, firm or corporation shall operate or cause to be operated any road tractor or semi-trailer upon the streets, bridges, or alleys within the city, except on designated and marked city truck routes as hereinafter described.
(B) No person, firm or corporation shall park or cause to be parked any road tractor or semi-trailer upon the streets, bridges, or alleys within the city.
(C) The restrictions on operating and parking road tractors and semi-trailers set forth in paragraphs (A) and (B) above shall not be applicable to road tractors or semi-trailers delivering or picking up goods and property at places not located on designated and marked city truck routes or a road tractor en route to the owner or operator's private parking area, provided such road tractors and semi-trailers are only operated by the shortest way possible between the designated and marked city truck route and the place of delivery, pickup, private parking area or as otherwise directed by a police officer. When an operater of a tractor and semi-trailer is delivering or picking up goods, that person shall complete the task within a reasonable time and shall not leave the tractor or semi-trailer sitting on the street or alley for a period of time longer than necessary to complete the task. The restriction set out above is not applicable to refuse or garbage trucks regularly operating within the city while in the process of picking up refuse and garbage from the residences and business places within the city.
(D) For purposes of this section, a "ROAD TRACTOR" means a vehicle designed and used for drawing other vehicles and not constructed to carry any load independently.
(E) For purposes of this section, a "SEMI-TRAILER" is a vehicle with or without its own power source, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by another vehicle. The term does not include the following:
(1) A pole trailer.
(2) A two wheeled trailer.
