§ 31.04 COUNCIL DISTRICTS.
   (A)   As used in this chapter:
      (1)   "City" refers to the City of Union City.
      (2)   "Council" refers to the Common Council of the City of Union City.
      (3)   "Precinct" refers to the precinct by that name as established by the Board of Commissioners of the County of Randolph, and as approved by the State Election Board under IC 3-11-1.5, in existence on the effective date of this chapter.
   (B)   The city shall be divided into districts for the purpose of conducting the election of Council members, which shall be identical to the precincts set out in Section 4 of Ordinance 93-14 of the Randolph County Council, a copy of which is attached to Ordinance 2012-15.
   (C)   The Council now adopts a map depicting the districts established under this ordinance and incorporates this map by reference into this section. Two copies of this map are on file in the office of the Clerk-Treasurer for public inspection as required by IC 36-1-5-4. If there is a conflict between the districts as depicted on the map and as described in this section, the description in the section shall prevail.
   (D)   If any part of the city is not included in one of the districts established by this chapter, that territory is included within the district that:
      (1)   Is contiguous to that territory; and
      (2)   Contains the least population of all districts contiguous to that territory.
   (E)   If any part of the city is included in more than one of the districts established by this section, that territory is included within the district that:
      (1)   Is one of the districts in which the territory is described in this section; and
      (2)   Contains the least population of all districts contiguous to that territory; and
      (3)   Contains the smallest population as that terms is defined in IC 1-1-4-5.
