§ 31.03 INTRODUCTION AND PASSAGE OF ORDINANCES.
   Unless different procedures are specifically provided by statute, the following procedures shall apply in the passage of ordinances and resolutions:
   (A)   All ordinances shall be read two times before being passed and no ordinance shall pass on the same day in which it is first introduced unless the provisions of I.C. 36-4-6-13 are met.
   (B)   Resolutions may be passed on the first reading. For purposes of this division a resolution is a formal expression of an opinion or will of the Council which involves matters and issues that are temporary or which grant special privilege or permission for a specific purpose or event and have no penalty. Resolutions of the Council are not to be included as a part of the codification of the ordinances of the city.
   (C)   All ordinances or resolutions presented for passage may be read by title only, if prior to the introduction of any ordinance or resolution, the ordinance or resolution has been made available to all Council members, as well as the press and public for study. If the ordinance or resolution has not been made available as required in the preceding sentence, then the ordinance or resolution shall be read in its entirety, before any discussion of the ordinance or resolution occurs.
   (D)   After proper presentation of an ordinance or resolution, the same may be discussed by the Council and then discussion may be open to the public. The procedure for discussion shall follow the introduction on each reading, and upon such discussion being closed and an appropriate motion made, the Council shall vote upon the ordinance or resolution presented.
   (E)   All ordinances and resolutions must be processed as required by I.C. 36-5-2-10.
