§ 30.39 ORDER OF BUSINESS.
   (A)   The order of business to be followed at a meeting of the Common Council shall be as follows:
      (1)   Pledge of Allegiance;
      (2)   Prayer;
      (3)   Roll call;
      (4)   Minutes;
      (5)   Claims;
      (6)   Departmental reports;
      (7)   Consent agenda;
      (8)   Old business;
      (9)   New business;
      (10)   Visitors; and
      (11)   Adjournment.
   (B)   Any person wishing to bring an issue before the Council shall submit a written request to the Clerk-Treasurer generally explaining the nature of the issue to be addressed by Council at least two business days prior to the meeting of the City Council in which these things are to be addressed. As an alternative, any such person may communicate with any Council person or the Mayor and request that the Council person or the Mayor bring the matter before the Council on behalf of the concerned citizen. Under no condition shall this section be interpreted to require a Council person or the Mayor to bring a matter before the Council, if that Council person or the Mayor deems that matter inappropriate.
