The legislative branch of the city is the Common Council. This Council shall have exclusive authority to adopt ordinances, appropriate tax monies received by the city, and perform other necessary and desirable legislative functions pursuant to IC 36-4-6. Reference to the City Council shall be considered identical to a reference to the Common Council.
