§ 90.17 DOGS TO BE CONTROLLED.
   (A)   No person, being the owner or having control of any dog within the city limits, shall have such dog on any street, sidewalk or other public property, unless said dog is continuously restrained with a leash not exceeding six feet in length.
   (B)   No person shall permit or allow any dog to be unrestrained upon any private property, unless said dog is restrained from accessing any public property by a leash, chain, or fixed fence.
   (C)   It is an affirmative defense to a charge under this section that the dog was assisting a disabled person.
