No person shall keep, maintain, or harbor any animal within the city, unless the pet has been vaccinated by a licensed veterinarian with an anti-rabic vaccine of a type approved by the State Board of Animal Health. After the initial vaccination, the animal shall be given a booster shot yearly. A durable metal tag issued at the time of vaccination and bearing clearly the month and year of vaccination shall be firmly affixed to the collar of every dog and this, with the certificate issued at the time of vaccination, shall be evidence of compliance with this section.
