No person may destroy any domestic animal within the city limits, provided, however, this section shall not apply to the following:
(A) A licensed veterinarian;
(B) A person acting to protect himself or others;
C) A police officer or fireman acting to prevent undue suffering of the animal; or
(D) As specifically authorized by other provisions of this chapter.
