It is hereby determined upon the basis of an engineering and traffic investigation that the speeds permitted by IC 9-21-5-1 through 9-21-5-13 upon the streets listed in Chapter 75 Schedule VII, are greater or less, as specified in said schedule, than is necessary for the reasonable or safe operation of vehicles thereon and it is hereby declared that the maximum speed limit shall be as designated in Chapter 75 Schedule VII, when signs are erected giving notice thereof.
