The operator of a vehicle shall drive upon the right half of the street or alley except in specifically designated areas such as one-way streets or roadways designated as two or more lanes traveling one direction. The operator of any vehicle which is traveling at a speed of less than 20 miles per hour shall drive the vehicle as close as practicable to the right-hand edge or curb of the street except when overtaking and passing another vehicle, subject to the limitations of state law applicable to overtaking and passing vehicles.
