Sanitary sewers shall be constructed or extended to serve development. The cost of sanitary sewers shall be prorated over the benefitting property owners in a manner consistent with Barrett Law or other assessment procedures provided by state statute to the city. The city may elect to seek state or federal funding, when possible, to assist with these costs. For new development projects, the developer shall be responsible for the cost and installation of sanitary sewer facilities as may be required.
