Construction of sidewalks shall be the responsibility of the abutting property owners. Furthermore, all property owners must be responsible for the maintenance of the walks. For new development projects, the developer shall be responsible for cost and installation of sidewalks as may be required. The city, at its discretion, may elect to participate in the reconstruction of sidewalks in residential areas where funds for such purpose are available and such improvements are deemed by the city to be of benefit to the city in general.
