It is expected that each property owner and/or property developer receiving the service and use of streets, curbs and alleys shall pay on a prorate basis for the initial improvement or construction of these public works facilities. Once constructed and dedicated to the city, the city shall be responsible for routine and periodic maintenance. The city will use Motor Vehicle Highway (MVH) revenue, Local Road and Street (LR&S) revenue, or other funds or taxes for the maintenance and reconstruction of streets, curbs and alleys, as available and allocated in an approved annual budget. The city may also elect to seek state or federal assistance for the maintenance and/or reconstruction of such facilities when such funding assistance may be available.
