§ 54.04 APPROVAL OF CITY ENGINEER.

The City Engineer shall not permit any connection with any city utility; and no person, firm, corporation, or contractor shall connect to any city facility nor cross any city right-of-way without the approval of said City Engineer and City Service Director.
