A copy of all drawings and specifications heretofore required by the State Building Council and the State Board of Health shall be filed in the office of the City Engineer. Said drawings shall be in dimensions large enough to show clearly all utilities including gas, water, sanitary sewer, storm sewers, electrical, and telephone lines whether such utilities are located on private or city property. Said drawings shall show the distances from lot lines or other monuments and the depths of any such lines from the surface.
