§ 52.003 APPLICATION.
   This chapter shall apply to the city and to persons outside the city who are, by contract or agreement with the city, users of the city wastewater treatment facility. This chapter is a supplement to Chapter 51 of this Code of Ordinances. Except as otherwise provided herein, the Superintendent of the City Wastewater Treatment Facility shall administer, implement, and enforce the provisions of this chapter.
