§ 51.51 SCHEDULE OF RATES AND CHARGES.
   For the use of and the services rendered by sewage works, rates and charges shall be collected from the owners of each and every lot, parcel of real estate, or building that is connected with the city sanitary system or otherwise discharges sanitary sewage, industrial wastes, water, or other liquids, either directly or indirectly, into the sanitary sewage system of the city, which rates and charges are payable as hereinafter provided and shall be in an amount determinable as follows:
   (A)   The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges, as the same may be measured by the water meter there in use, plus a base charge based on the size of the water meter installed, except as herein otherwise provided. For the purpose of billing and collecting the charges for sewage service, the water meters shall be read monthly and the users shall be billed each month (or period equaling a month). The rates and charges shall be determined by the following usage schedule:

*   Nonresidential unmetered users shall be charged a rate based upon Forecasted monthly usage to be determined by the City Board of Works on an individual basis.
 
   (B)   For residential users of the sewage works for whom accurate readings are not available, the monthly charge shall be as set out in division (2) above; however, the user may be charged an additional amount for usage when accurate meter readings become available and the charge that would have been imposed under division (A) for the relevant period is greater than that which was charged under this section. This additional charge shall be in an amount that is equal to the difference between the amount established by the rate schedule set out in division (2) and the amount that the user would have paid had the meter reading been available on a timely basis.
   (C)   Non-residential unmetered users shall be charged a rate based upon estimated monthly usage to be determined by the Board of Public Works and Safety on a case by case basis.
   (D)   Phase I rates and charges as herein set forth become effective on the first full billing period occurring after the adoption of this Ordinance. Phase II rates and charges become effective on the first full billing period on or after January 1, 2021 and thereafter. Phase III rates and charges shall become effective on the first full billing period on or after January 1, 2022 and thereafter.
