§ 51.08 SATELLITE SEWER SYSTEM REGULATIONS.
   (A)   This section establishes rules for governing the operation and maintenance of satellite sewer systems, including gravity or pressure sewers, which discharge to the city's sewage works. It is the purpose of this section to establish standards for the management of satellite sewer systems to prevent and/or minimize system failures that would lead to public health or environmental impacts.
   (B)   The city is authorized to adopt such rules and regulations as may be necessary to eliminate negative impacts that the satellite sewer systems may have on the city's sewage works. Nothing in this section supersedes a more stringent requirement that may be imposed on the satellite systems.
   (C)   The requirements to properly operate and maintain a satellite sewer system are the responsibility of the satellite sewer system owner. The satellite sewer system owner must:
      (1)   Properly manage, operate, and maintain at all times all parts of its sewer system(s), to include maintaining contractual operation agreements to provide services, if appropriate;
      (2)   Meet the requirements of § 51.23;
      (3)   Limit sewage discharged to the city's sewage works to not exceed the average daily flow limit and the peak hourly flow limit as determined under separate agreement between the city and satellite sewer system owner, and if such limits are exceeded pay the city a surcharge fee as determined in the separate agreement;
      (4)   Limit sewage discharged to the city's sewage works to normal domestic sewage as defined in § 51.01, and if such limits are exceeded pay the city an excessive strength surcharge fee as set forth in the separate agreement;
      (5)   Provide adequate capacity to convey base flows and peak flows for all parts of the satellite sewer system;
      (6)   Take all reasonable steps to stop and mitigate the impact of release of wastewater to the environment; and
      (7)   Notify the city within 30 days of a proposed change in ownership of the satellite sewer system.
