(A) If a bill is not paid when due, the user shall be considered delinquent in payment, and the city may terminate trash pick up at that user's location within 15 days of the date that the bill became due.
(B) A penalty equal to 10% of the delinquent amount shall be charged on any account that is 15 days delinquent.
