(A) Each Residential Unit or Qualifying Commercial Unit receiving benefit of services provided by city contractors employed for trash pick-up shall be required to pay the sum of $12.50 per month for this pick-up service. For purposes of this section the following terms shall be defined as follows:
(1) "QUALIFYING COMMERCIAL UNIT" means any business entity involved in sales, service, repair or manufacturing that generates an average of 10 containers of trash, each 35 gallons or less, by volume, and no more than 75 pounds in weight, per week.
(2) "RESIDENTIAL UNIT" means a single family residence, duplex, or rental property, which is divided into five units or less. For purposes of this code section, a church shall be treated as a residential unit.
(B) Whenever any household or resident has any abnormal or high amount of garbage, trash, rubbish, or ashes to be hauled away, there may be added an additional charge of $6.50 per ton for this household.
(C) Any user, other than a qualifying commercial unit or residential unit, shall be responsible for removal of its own garbage, trash and other refuse.
