The department heads of each of the various departments of the city shall be and are hereby designated as deputy purchasing agents for their departments for the purchases of goods and services under $2,500 in price. All purchases for goods and services over $2,500 require a purchase order from the City Manager, City Clerk or Mayor. The deputy purchasing agents shall comply with IC 5-22-11 with regard to purchases of goods available from the Department of Corrections, and IC 5-22-12 with regard to the purchase of goods from the Rehabilitation Center in any act carried out as a deputy purchasing agent for the city. In addition, the deputy purchasing agents shall comply with the rules enacted by the City Council in compliance with IC 5-22-15-21(b) for the purpose of promoting the purchase of supplies manufactured in the United States.
