(A) All hearings on the accounting, allocation, and assignment of costs shall be scheduled to coincide with regularly scheduled Board of Public Works and Safety meetings except as follows:
(1) When a hearing is expected to last more than 30 minutes;
(2) When undue hardship would be placed on any witnesses; or
(3) Whenever urgent circumstances exist that require a special meeting of the Board to conduct the hearing.
(B) All parties to the hearing shall be given a notice not less than ten days before the scheduled hearing by the Clerk-Treasurer.
(C) All parties shall have the opportunity to present and cross- examine witnesses.
(D) The decision of the Board of Public Works and Safety shall be final.
