(a) The keeping of any cattle and/or livestock of any kind within the Municipal limits is prohibited except in those areas that are agricultural residential districts as defined in the Zoning Code of the City of Union. Each day or part of a day which any cattle and/or livestock of any kind is kept within the Municipal limits shall be a separate offense.
(b) Upon application in writing, and for good cause shown, Council may, in its discretion, issue certificate(s) of exemption from the application of this section under such circumstances and for such period or periods of time as Council finds proper.
(c) This section shall not be construed or held to mean that the transportation of cattle and/or livestock through the City constitutes a violation of this section; provided, however, that the transportation of cattle and/or livestock through the City shall be accomplished in as expeditious a manner as possible. Otherwise, the transportation of cattle and/or livestock within or through the limits of the City shall constitute a violation hereof.
