373.14 MUTILATION OF TAGS.
   (a)   No person shall willfully or maliciously remove, destroy or mutilate or alter the number of any bicycle, unicycle or tricycle frame, licensed pursuant to this chapter. No person shall remove, destroy, mutilate or alter any license tag, seal or registration card; provided, however, that nothing in this chapter shall prohibit any qualified mechanic at any of the municipal garages, or any other location designated by the Police Department from stamping numbers on frames of bicycles, unicycles or tricycles on which no serial number can be found, or on which numbers are illegible or insufficient for identification purposes.

   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
