373.13 REPORTS OF SALES.
   (a)   All persons engaged in the business of buying, trading or exchanging secondhand bicycles, unicycles or tricycles are required to make a quarterly report to the Police Department giving the name and address of the person from whom each such vehicle is purchased, traded or exchanged, the frame number thereof, and the number of the license tag found thereon, if any. Such tag shall be returned to the Police Department.
 
   (b)   No person engaged in the business of buying, trading or exchanging secondhand bicycles, unicycles or tricycles shall purchase, trade or exchange any such secondhand bicycle, unicycle or tricycle from a minor under eighteen years of age without the consent of such minor’s parent or guardian.
 
   (c)   All persons engaged in the business of selling new or secondhand bicycles, unicycles or tricycles are hereby required to make a quarterly report to the Police Department giving a list of all sales made by dealers, which list shall include the name and address of the person to whom sold, the kind of bicycle, unicycle or tricycle sold, together with the description and frame number thereof.    (d)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
