(a) No person shall operate or use a bicycle, unicycle or tricycle upon any of the streets or public ways of the City without first obtaining a license and registration card therefor. Application for a license and registration card shall be made at the City Hall. The application shall be signed in duplicate by the applicant and contain the name, and address of the owner, together with a complete description of the vehicle including the frame number, make, type, and color.
(b) The one time fee to be paid for the license and registration of each bicycle, unicycle or tricycle shall be two dollars and fifty cents ($2.50), one time only with no expiration date as long as the bicycle, unicycle, or tricycle belongs to the original owner. Such license may be transferred when the ownership of such vehicle is transferred, and the fee of two dollars and fifty cents ($2.50) is paid for the registration of such transfer with the Finance Director. All license fees collected under this chapter shall be paid into the General Fund.

(c) Upon proper application and payment of the license fee provided for herein, the Treasurer is hereby authorized to issue licenses for bicycles, unicycles and tricycles. Such license when issued shall entitle the licensee and authorized persons, after a corresponding registration card and license tag have been secured, to operate such vehicle, for which the license has been issued, upon streets and public ways. The license tag issued by the Treasurer shall be affixed to the rear of the vehicle in a conspicuous place and shall remain so affixed until re-registration or until the same is removed by the Police Department for cause. In case of theft, or loss of the tag, a duplicate tag shall be issued upon payment of a fee covering the actual cost of such tag. The Treasurer shall keep a record of the date of issuance of each license, to whom issued and the number thereof. Registration shall be serially numbered and kept on file at the office of the Treasurer and duplicate copies showing all the information contained in the original shall be furnished to the Police Department. (d) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
