In addition to the procedures for Hearings set forth in Section 159.04, the following shall apply to Hearings on Appeal from Disciplinary Action:
(a) The Board or Hearing Officer shall hear from the appropriate supervisor and/or department director, and any representative of management, the evidence on which the disciplinary action was based.
(b) The Board or Hearing Officer shall then hear from the appellant his/her basis for appeal.
(c) The Board or Hearing Officer shall hear rebuttal evidence, if offered, and a final argument by one representative of the City and by one representative of the employee (or the employee).
