(a) Transfer. The Manager may transfer an employee from his/her position to another. Such transfer shall not exceed six months, except that, if the new position is of similar pay grade as the original position and if the employee voluntarily agrees, the Manager may make the transfer permanent.
(b) Reduction. An employee may be reduced in rank or grade by the City Manager in the following instances:
(1) During the probation period, following a promotion, if service is unsatisfactory.
(2) If he/she voluntarily, in writing, requests a reduction for medical or other valid reason.
(3) If he/she becomes physically unable to perform his/her assigned duties and a vacancy exists for which he/she is qualified.
(4) For disciplinary reasons for cause otherwise stated herein as a basis for dismissal (also called "demotion").
