(a) Probationary fire fighters are full time personnel during their first year of service with the City.
(b) Probationary fire fighters shall be liable to reimburse the City for the following expenses incurred by the City during their first year of service: basic training, recruiting, testing, and selecting expenses and equipment not reusable within thirty days.
(c) When a probationary fire fighter leaves the service of the City, he or she shall be liable to reimburse the City for a percentage of the expenses of the items enumerated in subsection (b) hereof, as follows:
