(a) The Department of Police shall be under the charge of a Director of Police who may be referred to as the Chief of Police. The Director of Police shall be appointed in the manner provided by Section 3.09 of the Charter.
(b) The Director of Police shall perform such duties and functions as are provided by the Charter and ordinances of the Municipality and such powers and duties as may be delegated to him. The Director shall be subject to the management and control of the City Manager in all matters.
