139.02 ORGANIZATION.
   Members of the Planning Commission shall select from their number a president, vice-president and secretary and may create such clerical and other positions as may be necessary in order to properly carry on the duties of the Commission, provided that any position so created, before being filled, shall be approved by Council by vote spread upon its minutes. Further, the Commission, upon approval of Council, may employ such consultants and other special or expert services as may be found necessary. All assistants, employees and other services engaged by the Commission in accord herewith shall be compensated out of funds appropriated by Council.
