(a) All ordinances, resolutions, statements, orders, proclamations, notices or reports required by law, ordinance or the Charter of the City to be published, shall be published by posting copies thereof for a period of not less than fifteen days prior to taking effect thereof, in the following places:

(b) The place of posting shall be in a conspicuous place in such buildings and readily accessible to all members of the public at reasonable hours.
(c) After the expiration of the period of posting required herein, the Clerk shall make a certificate as to such posting, and as to the times when and the places where such posting was done. Such certificate shall be prima-facie evidence that the copies were posted as required. (Ord. 806. Passed 10-12-87.)
