Unless the applicant agrees to an extension of the maximum decision time, the City shall have a maximum time period of ninety (90) consecutive calender days from the date a complete application for a Certificate of Registration by a Utility Service Provider is received by the City to make a decision on the application. Unless the applicant agrees to an extension of the maximum decision time, failure of the City to make a decision on an application for a Certificate of Registration shall be considered the same as an approval of the application by the City.
