(a) The installation of monuments, shrubs, flowers or anything that is to be planted or installed permanently must be first approved by the City. The cost of said installation will be determined by the City Manager based on the previously determined costs for labor, material and administrative expenses.
(b) All winter decorations and artificial flowers will be removed by the party placing them on or before April 1st of each year and that all summer potted plants and artificial flowers must be placed next to the monuments and will be removed by the party placing them on or before October 1 of each year.
