In addition to any other penalty provided by this chapter, in case of any damage caused or resulting directly or indirectly from any omission or neglect to properly comply with the ordinances of the Municipality or the rules and regulations of the Board of Park Trustees or from any neglect or misconduct of any persons, any such person or persons negligent in respect thereof or causing such damages shall be liable to the Municipality in a civil action for the payment of all costs and expenses of the Municipality in restoring or repairing or replacing such damages, in such amount as determined by the Board of Park Trustees or Council and when so collected shall be paid into the General Fund.
