No person in a public park or parkland shall picnic or lunch in a place other than those designated for that purpose. Municipal personnel shall have the authority to regulate the activities in such areas when necessary to prevent congestion and to secure the maximum use for the comfort and convenience of all persons using the parks. All persons using public parks and parkland shall comply with any directions given by any Municipal personnel.
