The Board of Park Trustees shall have the authority to make such rules and regulations pertaining to any public parks and parkland as are not covered by ordinances of the Municipality as may be necessary or desirable and when approved by Council such rules and regulations shall have the same effect and shall be enforced with the same penalties as ordinances.
