All storm drainage service charges shall be paid within ten days of receipts. All charges in arrears and delinquent hereunder shall bear interest at the statutory rate, and constitute a lien upon the real property affected. The Storm Drainage Service Charges which remain unpaid for a period of thirty days shall be assessed against the property to which the Storm Drainage Charge is rendered and shall be a lien against such property collectible in the same manner as other taxes and assessments. It shall be the duty of persons purchasing the property to ascertain all unpaid Storm Drainage Charges outstanding against the property.
