A storm drainage service charge is imposed on each and every residential structure, business structure and industrial structure within the City, and the owner thereof, excepting only public street, road and alley rights of way. This charge is deemed reasonable and is necessary to pay for the repair, replacement, improvement, operation regulation and maintenance of existing and future City stormwater systems.
