(a) No person shall connect or retain an existing connection of any cesspool or other receptacle for sewer or excreta unless a permit be first obtained from the Manager, and unless such cesspool has been installed according to requirements of the Board of Health, and a proper leech bed has been constructed through which emissions pass before going through the connection to the storm sewer.
(b) No person shall connect or retain an existing connection of any sink or laundry trays to the storm sewer without first obtaining a permit from the Manager, and unless a proper grease trap has first been constructed between the sink and laundry trays and the connection to the storm sewer.
