931.01 SEWER CHARGES.
   (a)   Sewer charges shall be based upon the water usage of each individual unit along with a minimum service charge and determined to be as follows:
      (1)   Minimum service charge rates effective March 1, 2023:
         $80.00 per quarter inside the City limits.
         $100.00 per quarter outside the City limits.
   (b)   Actual sewer consumption charges shall be based upon water usage charges and determined to be as follows:
      (1)   Actual sewer usage rates effective January 1, 2018:
         $1.85 per 1,000 gallons of actual water usage per quarter inside the City limits.
         $2.25 per 1,000 gallons of actual water usage per quarter outside the City limits.
      (2)   Actual sewer usage rates effective January 1, 2019:
         $2.20 per 1,000 gallons of actual water usage per quarter inside the City limits.
         $2.60 per 1,000 gallons of actual water usage per quarter outside the City limits.
   (c)   The sewer charges and rates as fixed and determined in subsection (a) and (b) hereof shall be billed and collected on the water bill.
   (d)   All charges for sewer usage are assessed against the property to which the sewer charge is rendered. and shall be a lien against such property collectible in the same manner as other taxes and assessments. It shall be the duty of persons purchasing property to ascertain all unpaid sewer bills standing against the property.
   (e)   Statements for sewer services will be rendered as herein provided and shall be payable within ten days after the first day of the month in which they are rendered and when the statements for sewer services become delinquent, a ten percent (10%) penalty shall automatically be added.
   (f)   The owner of any premises may elect to have the tenant, occupant or lessee pay the sewer charges as they accrue and such tenant, occupant or lessee for such purpose acts as the agent of the owner and such owner shall not thereby be relieved from the payment of any sewer charges and/or delinquencies that might occur and such property shall be subject to the lien provisions provided herein.
   (g)   For the purposes of this section, the service charge referred to in subsection (a) hereof shall be multiplied by the number of separate apartment or housekeeping units located therein for any two family dwelling or multi-family dwelling as defined in Section 1165.02(20) of the Planning and Zoning Code.
