921.20 SERVICE CONNECTION FEES; STANDARDS.
   (a)    Any applicant, whether individual, corporate, partnership or otherwise, before making application to the Municipality for water service, shall obtain approval of the plans and specifications by any appropriate Board having jurisdiction thereof. Such approval shall be evidenced by writing, signed by an authorized representative of such Board or Boards. Prior to commencing construction of any work on water mains or appurtenances, the contractor, whether individual, corporate, partnership or otherwise, shall furnish to the Manager a complete set of plans of the plat or section of the proposed development for approval. Application, accompanied by drawings showing the points of entry, size of connection and size of the line shall be made upon the form authorized by the City Manager. The City Manager shall determine the size of the meter that is appropriate for the service to be provided by the City. Permit fees shall be as follows:

NOTE: For the Irongate Estates Development, there is an additional $240.50 water tap in fee.

   (b)   No water taps shall be made without at least a twenty-four hour notice given to the Superintendent prior to the date of which the tap is to be made, and the tap shall be made within a reasonable time thereafter. The permit fee shall cover the cost of the tapping installation by an authorized agent or representative of the Municipality. A corporation cock shall be furnished by the applicant for all services. The Department will furnish a meter for all services up to three- fourths inch; in case of larger service the owner shall pay the difference between the cost of the three-fourths inch meter and the cost of the larger meter. No tap larger than one and one-half inch in a six inch main and larger than two inches in an eight inch main shall be made without a tapping saddle.
 
   (c)   For all new construction, residential or commercial, the following regulations shall apply: The cost of all service connections for supplying water from the mains or distribution lines shall be paid by the property owners. Such costs, include all material and labor required to bring the water from the main or distribution line to the point of consumption.
 
   (d)   All water service shall be not less than three and one-half feet below finished grade at any point. Sanitary sewer ditches may be used for installation of water service lines provided that a distance of at least one and one-half feet above and to either side of the sanitary sewer line be maintained at all points of installation. If such distance cannot be met, the water service line shall be installed in a separate ditch or trench, no less than three and one-half feet deep at all points from finish grade, and a distance of not less than two feet from any other ditch or trench which has been used for any other purpose. All line material must be copper type K or material equal to copper type K, approved by the Manager. All service pipes, including replacements, must be provided with stop cocks. Provisions shall be made for meter installation. Stop cocks shall be placed ahead of and behind the meter and water use branches or connections shall be beyond or on the consumer’s side of the meter. Consumers shall provide frost protection for incoming service lines and meters.
 
   (e)   All installations shall be approved by an authorized inspector of the Municipality before the filling of excavations and turning on water service. Any excavations made on public thoroughfares shall have the dirt taken out, the same removed from the site and the trenches filled as follows:
      (1)   Trenches dug in street that has curb, gutters and established grades shall be backfilled with gravel and a pavement base of not less than six-inch concrete of 3,000 pound strength with two inches of T-35 surface or equal. Backfill shall be well tamped prior to applying the surface materials and the surface material of T-35 or equal shall be properly applied, compacted and rolled.
      (2)   Trenches dug in streets without curbs, gutters or established grades shall be backfilled to within eight inches of the top with pit run clean sandy gravel, and six inches of B-19, and then two inches of T-35 surface or equal shall be applied. Backfill shall be well tamped prior to applying the surface materials and the surface materials shall be properly applied, compacted and rolled. The expenses thereof shall be the sole obligations of the consumer.
 
   (f)    A cash bond of one hundred and fifty dollars ($150.00) shall be required in all cases except new plats, conditioned upon the fill of the trench and restoration of the street surface to the satisfaction of the Manager and Council. In the case of new plats being constructed by a subdivider, the provisions with regard to filling trenches with gravel may be waived by the Manager and in lieu thereof a bond may be posted with the Manager and Council. Such bond shall be conditioned upon satisfactory street restoration at the expiration of twelve months from the date of final plat completion and acceptance. The amount of bond for such purpose shall be determined by the Manager and Council, but shall not exceed the actual cost of construction of the work involved.
 
   (g)    Inspection and tapping shall be done by the Superintendent of the Waterworks only or his duly authorized agent. The owner shall be responsible for maintenance and repair of the service line from the main to the premises. All multiple family units and all multiple business units shall have a water meter for each unit. All materials including but not limited to, backfilling materials, shall be at the site when the tap is made and the trench shall be backfilled immediately after the tap is made.
