921.19 WATER SALES TO CASUAL USERS IN CONTAINERS.
   (a)   The Municipality may sell water to a casual user in containers furnished by the user at the current overage rate. The user must secure written permission from the City Manager. The person, firm or corporation receiving the water shall pay the Municipality for the water before the water is secured.
 
   (b)   The Municipality may sell water to any person requesting more than one hundred gallons at one time or requesting a quantity of water if for the purpose of resale (hereinafter referred to as a “water hauler”). The rate applicable to customers (having a current account for metered water service with the Municipality) shall be two times the current overage rate for the quantity of water purchased. The rate for any non-consumer shall be five times the current overage rate for the quantity of water purchased. The water hauler must receive written permission from the City Manager who shall then provide the water from a designated location. Payment for such water shall be received before the water is provided.
 
   (c)   The water hauler shall be liable for any damage to the Municipality’s property occurring during the process of drawing water pursuant to this section (unless the damage is attributable to the Municipality’s negligence). The water hauler shall promptly compensate the Municipality for such damage.
 
   (d)   Delivery of water pursuant to this section shall be available from 8:00 a.m. to 5:00 p.m. during weekdays (except holidays). Delivery of water at any other time requires the approval of the City Manager in advance and payment of any associated labor cost in addition to the rates provided in subsections (a) and (b) hereof.
