921.16 FAILURE TO PAY, NSF CHECKS; AUTOMATIC DEBITS.
   (a)   The City Manager is authorized to refuse and withdraw water service to any premises where the owner or the agent of the owner of the premises has a delinquent water service statement in the owner’s or agent of the owner’s name pertaining to such premises or pertaining to any other premises. The owner or agent of the owner shall have the right to appeal the action of the City Manager to the Board of Appeals in accordance with Section 931.04. When water is turned off on account of delinquency, it will not be turned on again until all delinquencies have been paid.
 
   (b)   A charge of thirty dollars ($30.00) will be assessed against the owner of property requesting a resumption of water service terminated pursuant to this section. After normal working hours, between the hours of 4:30 p.m. and 8:00 a.m.,said charge shall be sixty dollars ($60.00).
 
   (c)   Checks or automatic payments received by the City Manager which, upon presentment to the drawee bank, are returned for insufficient funds or any other reason, shall be held by the City Manager pending full restitution by the person issuing said check or authorizing the automatic debit. A thirty-five dollar ($35.00) charge will be assessed for said check or automatic debit and added to the pertinent utility account. Nothing in this section shall be construed to prohibit the City from filing a criminal complaint relating thereto.
