921.15 MAILING BILLS.

The Manager will endeavor to deliver bills for water by depositing same in the Post Office only as a matter of convenience to the owner or consumer, and failure to receive bills shall not relieve any person, firm or corporation from his, their or its obligations to pay such bills.
