The reading of water meters shall be quarterly at such times for such areas as the Manager shall from time to time determine. On one unsuccessful attempt to read any meter, the Manager reserves the right to bill the consumer on the basis of the minimum charge for the period. The next billing after an actual reading shall be based on the difference between the reading and the last prior actual reading. In the event of an additional reading of a water meter and a check of the premises for leaks are made at the request of the customer, then a charge of two dollars and fifty cents ($2.50) shall be made for such service.
