921.03 EMPLOYEES.
   The Manager shall appoint all necessary employees, define their duties, fix their terms of employment and the amounts of salaries and may require bonds for the faithful performance of their duties. Each regular employee appointed shall serve until his successor is appointed and qualified, unless removed. The Manager may remove an employee by giving reasonable notice and any employee shall give the Manager thirty days notice of his intention to vacate his office. The Manager may remove any employee immediately for any violation of any of its rules and regulations of the Department, or any other just cause.
