909.04 TRIMMING OF TREES AND SHRUBBERY.
   (a)   No person shall plant, grow or maintain any trees, shrubbery or any other plantings which will obstruct the view of traffic approaching at an intersection by operators of vehicles approaching such intersection from another direction.
 
   (b)   No person shall plant, grow or maintain any trees, shrubbery or any other plantings unless approved by the City Manager within the road right of way.
 
   (c)   No person shall plant, grow or maintain any trees, shrubbery or any other plantings which will obstruct the proper distribution of light from street lamps.
 
   (d)   All trees, shrubbery or any other plants shall be trimmed, having a clear height of ten feet above the surface of the sidewalks and twelve feet above the surface of the street or roadway, and the branches of all trees, shrubbery or any other plants in front of and along lots or lands near which street lights are placed shall be trimmed so as not to obstruct the free passage of light from the street lights to the street and sidewalk.
 
   (e)    The City Manager may condemn, and order removed at the owner's expense, all or part of any trees, shrubbery or any other plantings located within the public streets, curb lawns or alleys, all or part of which is deemed unsafe and in a condition or location hazardous to the public welfare and safety.
 
   (f)    The City Manager shall cause a written notice to be given to property owners ordering them to trim or remove trees, shrubbery or any other planting so that trees, shrubbery or any other planting shall conform to the provisions of subsections (a), (b), (c), (d) and (e) hereof.
 
   (g)    Upon failure of the owner to comply with the notice, the Municipality shall cause the trees, shrubbery or any other plantings to be removed, using Municipal employees and/or by getting the work done by contractual service. All costs to the Municipality shall be assessed upon such lot or land pursuant to Section 909.03(b) hereof.
