Upon serving of notice of offensive and noxious weeds, vines, grasses and/or paper and debris to the owner, lessee, agent or tenant of any lot or land within the municipality, such person shall have the nuisance abated within five (5) days after service of such notice. Said property owners will receive only one (1) written notice each growing season. It shall be the responsibility of each owner or the occupant or any person, firm, or corporation having the care of or in charge of any lot or land within the City to maintain the property thereafter in accordance with Section 909.01 (a), (b) and (c).
