731.07 LICENSE EXCEPTIONS.
   No license shall be required of a peddler or solicitor for the following:
   (a)    Soliciting only the purchase of or subscription for newspapers having their principal sale or distribution in this Municipality or in the County.
   (b)    Soliciting only for wholesale delivery to merchants, manufacturers or other business or manufacturing establishments.
   (c)    Peddling or soliciting at the invitation or request of the person contacted.
   (d)    Soliciting or peddling on behalf of and for any locally recognized religious, educational, civic or charitable organization, without compensation to the solicitor or peddler.
   (e)    By any person requesting contributions for the relief of any individual or family, specified by name at the time of the solicitation, if all of the contributions collected, without any deductions whatsoever, are turned over to the named beneficiary.
   (f)    Persons under eighteen years of age soliciting or peddling newspapers or anything which such person has personally manufactured, raised or produced; rendering personal services to be performed by the person soliciting; or offering for sale, any goods or publications for any religious, charitable or political organization, provided that the major sales, proceeds or contributions shall not be used for private profit, shall not be required to obtain a license, pay a license fee or register with the Police Department.
